Dr. Thomas Utete Wushe is the Permanent Secretary in the Ministry of Mines and Mining Development, where he provides strategic leadership in driving sustainable growth, mineral value addition, beneficiation, investment promotion, and the transformation of Zimbabwe’s mining sector in line with national development priorities.

A seasoned executive, strategist, and development practitioner, Dr. Wushe brings over 30 years of leadership, advisory, and technical experience spanning the public sector, private sector, defence, energy, and international development institutions. He is widely respected for his expertise in institutional reform, industrial development, policy implementation, resource mobilisation, and operational leadership.

Prior to his appointment to the Ministry of Mines and Mining Development, Dr. Wushe served as Permanent Secretary for Industry and Commerce, where he played a key role in advancing Zimbabwe’s industrialisation agenda, promoting value chain development, strengthening the policy environment, and supporting economic transformation initiatives.His distinguished career includes senior leadership roles with international and regional organisations, including Ecorys International Development Unit, Mobil Oil (Pvt) Ltd, and Deloitte Central Africa, where he oversaw strategic operations and advisory functions across several African countries.

Dr. Wushe has also contributed extensively to national policy and governance processes and sits on several boards and strategic committees in both the public and private sectors. His multidisciplinary experience and forward-looking leadership continue to support Zimbabwe’s vision of building a modern, competitive, and resource-driven economy anchored on beneficiation, innovation, and sustainable development
